A future Sri Lanka Space Authority should make space regulation easier to understand without pretending that every approval belongs to one office. The strongest model is a coordinated gateway: preserve the lawful roles of TRCSL, CAASL and other existing institutions, then add only the space-specific authorization, registration and safety functions that future Sri Lankan law actually creates.
